State-owned construction company Ircon has signed an agreement to transfer a railway line from the port of Chabahar to Zahedan and Nalco has signed an agreement on the possibility of building a 0.5 million clay aluminum smelter in the Chabahar Free Trade Area, provided Iran provides cheap natural gas. Iran`s Sistan and Baluchestan province, where the port of Chabahar is located, is also the scene of the insurgency activities of the Jundallah insurgent group, which claims to be fighting for the rights of Sunni Muslims[92] and the local Baloch ethnic group.
